I keep saying "he" because Sneasel looks like a male to me, but Attract is generally considered more useful on female Pokemon. One of the nice things about Attract ion is that it can't be cured with a MiracleBerry, so if your opponent hopes to shake off the infatuation they'll have little choice but to switch out and sacrifice a turn to Sneasel.
When your Defense is as utterly crappy as Sneasel's is, escaping even one attack can often mean the difference between life and death. I like Slash on Sneasel simply because it's so fitting I mean, what ELSE is he gonna do with those massive claws? Well, if you're training a Sneasel in the first place you're obviously a rather optimistic individual, so you can always hope Slash will manage to nail an opponent's weak spot at an opportune moment as it still has a better chance to go critical than practically any other move.
Slash is a rather weak move if it doesn't happen to go critical, though, so you might prefer Return here if you're one of those people who likes to play it safe. These could be performed more or less every few days and brought a new sense of realism to the games.
